The best-known freeware audio editor is Audacity, and a new version (2.0) was
finally released a couple of days ago. It's a 20 MB download and should run
on all recent versions of Windows. Be aware that Audacity is pretty powerful
software, with lots of features, so it can be complex to learn if you're new
